Windows taskbar not loading issue

I've had a problem with my PC. When it boots up its says loading for a long time then when it finally loads the taskbar is on infinite loading and my mouse turns into a loading cursor and apps don't even load. I even used system restore but it still didn't do anything. I faced data loss because of this. This happened on windows 10 when I restarted more than once. SSD Problem or something else? I literally switched to Windows 11 because of this hoping the same problem doesn't occur on windows 11.

Does the issue go away with create/using a different windows account?

I had similar issue, where logging in to windows it would take 30seconds to sometimes 5 minutes to display the desktop icons/taskbar after logging in. Using a different windows account login was instant. Tried many guides to resolve none worked. Ended up reinstalling Windows.

Well, when I went to the lock screen menu where you enter your password I clicked where it says switch account, but it just refreshed and still had my name on it, but the background of the lock screen was changed.
