CPU always at maximum clock speed

I know this topic has been talked about a lot as I've done a fair amount of research on this topic trying to fix my CPU's clock speeds but bare with me. I have a Ryzen 5 2600x with an Asrock b450m pro4 and I have done no overlocking with my CPU or RAM. I'm using a 120MM AIO and temps never go higher than 70 when benchmarking/gaming and around 40-50 at idle. During idle, CPU usage will stay around 5-7% but clock speeds will stay at 4.1 GHz and spike downwards (some cores spike more frequently than others) to around 2.7 GHz to 2.0 GHz. CPU usage looks and seems normal to me. I've ran Cinebench R20.060 and performance seems on par with other 2600x. (score: 2836) I have also ran the latest version of Userbenchmark and the performance is also indifferent to the average 2600x. I'm fairly certain this isn't too healthy for my CPU to have the clock speeds running at maximum and spiking downwards the way it is. I will provide screenshots of MSI Afterburner, Ryzen Master and a full parts list.

 

Here are some trouble shooting options I have tried:

- Changing power settings in windows to Balanced, High performance, and Ultimate performance.

- Using Ryzen Master and using default profile 1, default game mode, and default creator mode.

- Running Malwarebytes which found zero viruses.

Lmao your cpu will not give a flying sht about that and it will not degrade either, only time you should be worried of degradation is if you are running more than 1.6v cpu vcore so unless the 4.1ghz is somehow running at 1.6v or above theres nothing to worry about here

 

All you are gonna do is nuke performance for nothing, so unless you wanna save your power bills then absolutely no reason to "fix" the cpu clockspeeds, heck id rather reccomend ocing instead since 2600x might be able to gain some performance from oc, only limit here would be 90c cause i doubt youll need any more than 1.6v (assume cpu deathzone ~2v)

Did you download chipset drivers from asrock and try the Ryzen Balanced power plan? Not the Windows balanced one.

Have you ever updated your BIOS?

 

Also remember that monitoring can cause CPU to boost, Ryzen Master is the most accurate monitoring app for Ryzen. Download from amd.com and have look there.

did you try turning it off and on again?

 

no, but I think that's pretty normal, my i7-8700 can't overclock, but it's usually at ~4.3GHz at all times, even with nothing stressful open, I think it's just how CPUs are

 

temps and performance looks to be the same, and you know the saying

if it's not broken, don't try to fix it
