MacPro5,1's can't boot to NVMe drives without a BootROM upgrade, have you done that yet?

https://forums.macrumors.com/threads/pcie-ssds-nvme-ahci.2146725/

Also, how exactly are you attempting to boot to Mac OS recovery? Via an onboard install of Mac OS or with a flash drive or CD/DVD?
If you're attempting to do it via the onboard install, I recommend not to. Make yourself a bootable USB with TransMac (on Windows) or with this guide from Apple (macOS):

https://support.apple.com/en-us/HT201372

The MacPro5,1 doesn't support anything past macOS Mojave natively, though patchers are available for Catalina and higher support. Note that Catalina and above have no 32-bit support for any applications.

PLEASE STOP [Killing] ME I WILL GIVE Y OU ANOTHER DEAL.

To expound on this a bit:

For Catalina, there's Dosdude1's patcher

And For Big Sur and beyond, there's OCLP
