new hard drive installed

i just got a used hp laptop and had a new hard drive 

installed and now I am having trouble formating the drive

to install windows on it will not read the usb drive with

windows on it any help greatly appreciate it

I can't quite follow. 

Your drive is empty and you plugged in an USB drive with the Windows ISO on it to install windows on the empty drive? 

How far in the process do you get? Can you send pics?

can not get any were it boots to the hp logo and that is it

the hard drive has not been formated at all

You usually format it during the windows install. 

Can you get into the bios? There you can select a boot device. Chose the USB drive and you should be able to format the drive and install windows.
