My CPU has a problem

Running a win 10, 32 bit, 15-3300 pc here. On board graphics.

I got plex media server running, with about 6tb of internal storage. no raid setup.

This thing cannot run hevc video in plex, although it can stream it to other clients. So whenever I watch a movie in plex,(hevc) i gotta transcode (to 264), which takes this poor thing on for a swing.

this was fine till yesterday, but after running it, I noticed a small problem. Okay this is big. This CPU I observed to run at about 2.5ghz at max, I won't check the official page as that's not my problem.

Now when I ran about 7 hours straight of how I met your mother in HEVC, it downright ran at 1.7Ghz max in task manager. This happens a lot actually, stuttering, but this is the first I saw it in task manager. I just thought it was problems with transcoding as it ran without no GPU.

now I'm worried that this habit could have degraded my CPU. i NEVER SAW IT go over 2 Ghz while running plex at all.

Yeah, restarting might help, but I have no idea why this happens. I observer this about 4 hours ago, and you are kiddin me if you say it never boosted higher ever since due to thermal bottlenecks.

My problem isn't that it stutters so much (atleast the main problem) I just wanna know if this is normal, getting no boost from a cpu because I kept it running for long. That's what my dad said, and the guy is an apple shill.

(fun fact, while writing this entire post, it still is buffering, so I have no idea what's going on.
