Low frames in minecraft on good system

Minecraft does not seem to be using more than 46% of my rtx3070 and my fps are around 60. I have a ryzen 7 5800x, rtx 3070, 16gb 3600mhz ram and  850w psu. I got myself a new monitor 1440p 165hz 32" monitor and connected it to my system using a DP 1.4 cable. I do not understand why my pc wont run minecraft with optifine given 8gb of ram to use and I still do not get good frames. I have followed every guide I could come across making checking that my compurter is on performance and not powersaving but I still get very low frames, is there any way to fix this or did I just not do something right? Apex legends runs at max with 165 locked and not being able to run minecraft properly just feels like a punch in the stomach.

check if you are not limiting minecraft to 60fps

and also allocate MORE RAM to the game. I think when you start it the game only has 2 GB of ram which is very low for Minecraft.

Just google something like "Give Minecraft more Ram"

I was able to get 200+fps with my 1080p monitor, also I already allocated 8gb ram for it and did not really see any difference
