Is the RAM one stick or two? If one, adding a second stick will be the best thing you can do performance-wise.

The RAM is still probably your best upgrade either way, as 2666MHz is very slow. However, Zen+ isn't known for having the best IMC, so faster RAM may not actually be able to run at its rated speed. You can try it though. Worst case scenario, you'll just need to downclock it, and when or if you get another CPU, then you'll be able to run it full speed.

Which leads to the CPU. An upgrade there would benefit you there as AMD has two generations of better processors now. A 5600X in particular would serve you well.

I would look into getting a 5800x if you can afford it. Mainly so it's a big upgrade get +2 cores, +4threads, better IPC and clock speed.

More ram makes things run smoother in general. Computer doesn't have to do as much ram compression if you have more ram head room. It also gives you a better multitasking ability. I.E. keeping chrome, discord and other services running while gaming. More cores also help out if you multitask a lot. You could try overclock your current ram to match a new set, but I think it would be easier to replace it with a 2x16 kit instead.
