2nd pc for streaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Intel core i5 10400

2x4gb 3000mhz

Will that be enough for my 2nd pc for streaming by using the CPU encoder 

My main pc is currently the ryzen 3 3200g (using the onboard graphics because there isn't any graphics card fit my Budget)

Search for used GPU, That will be huge upgrade for you and you'll definitely be able to buy something normal for that price.
