Performance issues continue in custom built pc

I just bought the ARCTIC Liquid Freezer II 280 cooler for my system, as I thought that there was a CPU overheating issue that was causing the FPS issues, but it is not the case, my setup is as follows:

 

Windows 11

Ryzen 9 5900x

RTX 3080 OC version

Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4 3200 (PC4-25600)

Asus ROG Strix X570-E Gaming Motherboard

 

and have checked that all is up to date

 

I face performance issues when in games, I tested with cinebench and my cpu was on 3rd place and got a 17k+ score in multithread and 1500+ in single core

In games the performance is a stutter with FPS drops every once in a while(the games, as before, are playable, but it worries me that I know for a fact that at 1080p I should not be getting such dips even if minimal, so I know something is wrong, but my brain has exploded 100 times over without figuring it out{and have had some help here as well})

 

All the games are in max settings

 

AC Odyssey; VSYNC on 60-75 FPS, oscillates in that rates with no stutter, the benchmark shows 45 fps as average

RDR2; Vsync On, 75 FPS with noticeable drop with a small stutter(Sharpest drop was 45fps), no specific location, I can be riding the horse in the middle of nowhere or be in St Denis and still get this

Resident Evil 3 Remake; almost solid 75fps, drops to 60+/- very rarely, but it happens, and it also stutters when that happens

The outer worlds; Vsync enabled, 75 fps with sharp drops to 45-50 here and there, more noticeable than other games

No Mans sky, mostly solid 60 with some drops to 50ish with stutters very rarely

 

The funny bits that made me think, if only for a sec, that maybe it was unoptimized games

 

ESO; no drops, but that runs in a potato with no issues(FPS is 120-135 without Vsync)

Skyrim AE, 30gb+ of mods, many with 4k textures, ENB, and all the regular Content Creator mods that came iwth the last update, 55-60 FPS, no stutter

Fallout 4, 50+gb of mods, same type of visual improvements as skyrim, enb, same fps as skyrim, no drops even in known drop areas like Concord 

 

 

Now, just writing this something else came to my mind, but I honestly do not think that is what is causing the issue, the HDD(it is a 2-3 years old drive)

 

My only ssd is the one I have the OS in and the one I have all my utilities(Crystal disk, HWInfo, and such things) plus ESO as they recommend for it to be in an SSD

 

I have clean installed windows and downloaded just steam and reinstalled games(Both RDR2 and The outer worlds) with the same stutters and drops mentioned

Went back to W10(With the same issues)

Rebuild the PC from scratch

Swapped the CPU cooler for the aforementioned one

Started in safe mode with networking and tried playing RDR2 there, with the same results(Was the recommendation from rockstar support)

Tried playing with just the one monitor instead of the 2 1080p + 50" tv for videos(I usually play while having something in the media player in the 4k tv and discord on the 2nd monitor, which I thought might be causing the issue, which is why I did

this)

Have reinstalled the nvidia drivers both clean installing, installing directly instead of via geforce experience, and installed via geforce but selecting clean install instead of quick install

Swapped my old ram for the aforementioned one

Stress tested the CPU as mentioned and also ran memtest64

Even after clean install I did the memory diagnostics and disk check on boot

I did not change anything in bios but still restored factory settings

 

I am clueless as to what else I can do, I thought the issue was technically solved, as I thought that once I got the water cooler the(Now relatively minimal) issues would be solved, but it was not the case U.U
