What are your components?

Just some random thoughts: are you plugged into the GPU for output, or the motherboard video out? If the GPU needs cables, are you sure those are connected properly? Have you removed and reseated the GPU? Did you test it outside the case?

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Testing was done outside the case.

my components are:

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor
Motherboard: ASRock B450M Steel Legend Micro ATX AM4 Motherboard
Memory: Team T-Force Delta RGB 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory
Storage: Western Digital Blue SN550 500 GB M.2-2280 NVME Solid State Drive
Storage: Western Digital Blue 2 TB 3.5" 5400RPM Internal Hard Drive
Video Card: Gigabyte GeForce RTX 2060 SUPER 8 GB WINDFORCE OC Video Card
Case: Corsair 275R Airflow ATX Mid Tower Case
Power Supply: Gigabyte P-B 650 W 80+ Bronze Certified ATX Power Supply

I initially plugged in a hdmi cable into the gpu for output (no display), then tried display port (no display either).

For GPU, i plugged in the PCI-E cable, unplugged and plugged back in - works fine

Tried reseating the gpu still no display

There's a second PCIe slot that you could test the card in if you remove a few cables. Before even going that far, try resetting your CMOS.

I'm going to ask a really stupid question. Don't be upset or angry at me, but I have to ask because I've done this before: is your monitor turned on?

Tried the second PCIe slot - no display

reset cmos - still nothing

and the monitor is on and set to accordingly to hdmi/display port

Also could u connect a keyboard. As funny as it seems its actually an issue that had me trouble shooting for like 6 hours . Some motherboard won't boot or display output unless there is a keyboard connected to it . And mine is actually a new one is x299 platform

both keyboard and mouse were plugged in. Press random keys to see if display was working - nothing again

Does you motherboard have a debug screen ( it's a small screen red or white coloured will show a number / letter . Also does include booting up lights . It's like 5 small leds and labelled on side cpu gpu ram boot

While booting light are for high end motherboard.  The debug numbers is almost standard. Other than that is would be peeping error codes . Does you motherboard peep while booting and how many peeps if it does.

The motherboard has no display of any error codes at all. The closest to knowing that it was on was the rgb on the motherboard, the ram and the fans of the gpu.

Could you take a couple of pictures showing every part of your motherboard.  It's standard to include any type of debugging no matter how cheap the motherboard is

Sure.

I also checked how to find the Bios version - there is a sticker on the BIOS chipset, which contains the default BIOS version - it said 2.90 (i'm assuming that the version marked on the sticker is your current BIOS version - this was according to the asrock site)
