Black Screen

I have recently ran into a couple of issues and am unsure how to proceed to fix them.  When I boot up my PC it goes straight into a black screen, with the occasional black screen with dark keyboard and mouse.  I have recently stressed tested my GPU and it did fine.  I have tried new HDMI and DP cables that I know are good and work with other.  Not the monitor as it works with a PS5 hooked up using it.  I have swapped the RAM around in each of the Ram Slots and still nothing.  Sometimes it will work and go to windows.  Also have noticed that its only showing 8GB of RAM when I should have 16.
