The Nvidia details depend on the polling rate set for performance monitoring so might just show a different moment. Nvidia might also looking at utilisation per core or of the total amount of cores. If you have a secondary monitor you can keep task manager on there and see how the percentages relate to each other. 

 

I'd also be interested to see how the performance tab looks for taskmanager. 

 

But, as already said in general task manager likely is a better indicator.  Also because Nvidia did a piss poor job documentation the feature so there is no way of looking up what their percentage is based on. 

There aren't many subjects that benefit from binary takes on them in a discussion.
