can this work without latency

if i put  the output of hdmi spliter/switcher ( using two gpu output one hdmi the other disport)  in the inutput of hdmi to vga converter is there any signal degradation or any problem with this setup

HDMI to VGA will pretty much always introduce latency.

but it can work generally

An HDMI to VGA should work yes, but you mentioned a splitter in your setup without saying what you're trying to achieve with it. A splitter will display the same thing on all monitors connected to it, and requires them all to support the same mode.

i mean like  a  Interruptor or a switch connected to single monitor from the output and he have  multi input that we connect two diffrent gpu output my mistake this is a reverse spliter like this one 

 

you see that we have one vga screen and multi hdmi source and add that with vga to hdmi converter
