Windows fresh install

so i bought second hand ssd,once i install it to my system and tried to make fresh os install with usb bootable device i faced this kind of problem.so thing is that i can;t even delete any partition which is created during installation even with cmd(diskpart).so is my ssd drive broken or it needs something and can be fixed?
