i am wondering to buy a crt monitor for Windows 10 PC

 

is the driver not compatible with Windows 10?

 

what is the most  powerful graphic card with vga port?

you dont need a driver for a monitor... you only need a gpu driver

I could use some help with this!

Modern video cards don't have a VGA output anymore, but there are HDMI or DisplayPort  to VGA converters which produce VGA signal.  These converters can produce a resolution up to 1920x1200 60 Hz, but some will be picky about resolutions other than 1920x1080  - 1280x720  or 1024x768 should be widely supported.

 

If you want something with VGA or DVI-I (DVI with analogue data on it, so you could use a cheap dvi-vga passive adapter), you need to look at cards before RX 4xx series or cards before GTX 10xx series.  note that there are modern cards with DVI like gtx1050 or rx 460 but it's only DVI-D as in only digital, so cheap passive adapters would not work on them, you need to use a hdmi/displayport to vga converter/adapter.
