CRT brightness

Recently purchased a tiny 5" CRT for my desk and noticed it gets a bit dimmer the more of a primarily white window it is showing.

I assume there's a total amount of brightness the tube can output, and lighter colors use more of that? 

Not really an issue, just curious as to why this would occur.

i remember have a shit crt that was dark and well we used the gpu software to adjust it brighter.
