3070 doesnt post

so i have a 3070 which powers on fans work
but for some reason display not outputting i put it in a pc with a 3080 my entire pc doesnt display once i unplug the 3070 pc boots up  fine

I have tried multiple psus both the top and bottom pcie 16x of my motherboard as well as multiple risers. Gpu  lights up and fans spin but no post.
idk if card is dead or what ;/

Please leave any suggestions or if all i can do is rma

What if you only install a single 3070? What happens then? This "no post" type of problems are very annoying. I had one GPU that would randomly prevent PC from "posting". Can you test it on another mobo?

Ye i have tried it standalone  as well  i tried it via optiplex and a z490p mtb motherboard as well only thing i havent tried was directly onto the optiplex one but i doubt that wpuld make much of a difference
