My build:
Mobo: MPG z390 Gaming Plus MSI
GPU: GTX 1060 6gb MSI
CPU: i7-9700k
Storage: 1x 2.5" SSD 250gb, 1x m.2 nvme Samsung 970 EVO 1tb, 1x 1tb HDD
PSU: Corsair VS650W

My problem:
Yesterday my computer would start randomly shutting completely off and automatically restarting. It happened about 5x throughout the day. I tried troubleshooting my power options in control panel by setting the hard disk to never turn off, and the computer stopped shutting down so I assumed it was sovled.

Then today the exact same thing started happening, even with the power hard disk set to never. It happened slowly the first few times to where I was able to post the machine and get past the login. On one occasion I was able to boot into safe mode and it didnt restart so I assumed it was a software problem. But then once I restarted, it wouldnt even make it to bios before it switched off. Eventually the computer self-diagnosed and reset all my bios settings which did nothing. I then tried to clear cmos through the jumpers and the battery but that did nothing. I then tried to unplug, take out and put back in the psu, and now the problems even worse. The first time I powered it on it just repeated the same problem, so I tried taking out the gpu and booting integrated graphics but then it only turned on for a split second before recycling, which was different to the original problem. I put the gpu back in but it continued with the split second recycling. to where unlike the last time it would atleast be on for a couple of seconds, now its on for a split second, turns off, and recycles continuously. My best guess is that it's the powersupply and I need to buy a new one? any help would be appreciated.

Remove the GPU out of the system, connect the monitor to the motherboard and try again.

Very poor PSU for your PC. Although 650w is more than enough, the quality isn't.

Yeah I just discovered the reputation my PSU has isn't the greatest at all. I decided to buy a new one from seagate so hopefully that fixes it. If not I'll try your method, thanks!
