High end pc with terrible fps (far cry 4)

I don't remember when I started having this issue but its so annoying. I have a high end pc but fps is always under 50 fps on far cry 4 and i tried about everything there is to try i need help. Badly. 

 

My specs:

Intel Core i9-9900K

Nvidia GeForce RTX 2070 SUPER

16 gb of ram

i did i even changed the cpu affinity nothing seems to work

What resolution? Are temperatures ok on both CPU and GPU?
