ShellClassInfo Desktop Icon?

I have an icon in my desktop called Desktop...When I click on it, it opens desktop-notepad


[ShellClassinfo]
LocalizedResourceName=@%SystemRoot%\system32\shell 32.dll,-21799



I have another file exactly like this in my downloads where the last number shows 21798.


What do I do with this?




Does it matter that it stays in my desktop? Or should i move it to my downloads? Should I delete it?



My computer lags a lot so im wondering if this is a file in my desktop which can cause it?
