Some Discord servers require accounts to exist for a certain period of time before they're allowed to join as a way of preventing accounts created by spam bots from infiltrating servers. If you just created a new Discord account, chances are you'll have to wait until the account has "aged" before you'll be able to join certain Discords.

My new account is over an hour old but it still wont let me join.

Some servers require a week or longer. Last I checked, I believe it was something like 30 days for the LTT Discord, but don't quote me on that.
