Bootup issues

Hey, a month ago i started having issues with bootup. 
This issue is that the pc dosnt send any info at all to the monitor.

I checked all the basic things my pc illiterate brain could think of swap cables swap monitor osv.

The system is prebuild so i sendt it back to the people that made it. 
However they didnt fix anything. They just send it back saying they didnt find anything wrong.
Sometimes it works though, after just trying to restart over and over again.

i7-9700kf
rog strix z390-f
2080 Ti
