You can ditch the CPU cooler, the stock cooler will perform about the same as that. 

 

that said, you're probably better off trying to buy a used prebuilt and putting the 1060 in there instead of trying to build a super low end computer. See if you can get a good deal on a used Optiplex with a 6th gen i7, since that will perform about the same as that i3 (give or take), and you might be able to get the entire computer with 16GB of RAM for £200-300 if you're lucky. Throw in a new PSU, an SSD, and that 1060 and you should be golden, probably saving some money in the process as well. 

 

That said, if you want to go new, don't want to scour marketplaces for a cheap prebuilt, or you just want the experience of building a computer from the ground up, that's fair and that system you selected will work just fine.
