PC Freezing Issue

Okay so my PC sometimes “freezes” but the freeze isn’t normal. I can move around my mouse perfectly and click on stuff but nothing will open. If I open chrome it’s just a white window. I can open settings but none of the setting options load. Task manager opens but every program is frozen and no component is updating how much of it is being used. Iv attached a video of it to show what I’m tryna explain. Please help because a system restart fixes it temporarily, but this issue occurs again randomly. Iv had it happen right after restarting and sometimes never in a day.

Test them. Any fashion. Unplug one at a time, use the diagnostic software from the manufacturer's website.... so forth.
