I have been having an issue with a "colour separated flicker" (not really sure how else to describe it) for a couple of months and I am not sure what is causing the issue. Video showing the issue: https://drive.google.com/file/d/1a22Gb8K-y3OVsG4_zFR_ysTkPZNX0bTi/view?usp=sharing (File too large to upload directly)

I initially thought the issue was with my graphics card (Asus Strix RTX 2070) due to the issue only happening when a game is open, it also happens more often with less demanding games such as The Binding of Isaac where it will normally happen a couple of times in a 5-10 minute period. The video shows the issue happening on the menu screen of Overwatch where I have seen it happen fairly often; however, I have never seen it happen during a game. I have not seen the flicker happen on the desktop or when watching youtube or twitch. I sent my gpu back under warranty and got the following reply "Following extensive tests by our Returns Technicians we have been unable to locate the fault you reported, therefore, the goods will be returned to you with no further action." The issue did not occur while the graphics card was away and I was using my CPUs onboard graphics (I7-6700k) but I was limited to 144Hz so the issue could still be the monitor or cable at 240Hz.

If anyone with better knowledge of what could be causing this issue can help with this, it would be greatly appreciated.
