Twitch buffering

I am facing a weird problem. I have a 25 mbps internet connection. but whenever i try to watch streams on twitch it keep buffering and my speed monitor shows that only 3 mbps is recieving. Twitch works fine on my mobile phone as well as other laptops and devices in my home which are connected to same internet. I have reset network adapter, reinstall browsers, change dns servers ( and flush old dns cache). so far no luck. Any suggestions?
