are you installing in a vm, or on bare metal? as that looks like a windows error about hyper-v feature not being installed. I would Uninstall the hyper-v feature and reinstall it. As I think the windows fall update changed things with the TPM module passthrough.

I could be wrong, but would be a good place to start.

What type of device are you installing this on? A laptop? PC? Chromebook (when you said google got me really confused)

In windows here are the insttructions. https://docs.microsoft.com/en-us/virtualization/hyper-v-on-windows/quick-start/enable-hyper-v

Look for the section that says under settings, which is the easier way to do it.

If you are trying to install on a chromebook, this is what I have found. https://support.google.com/chromebook/answer/9145439?hl=en

when you disable a windows feature, it does uninstall.

So yes you can disable the feature, reboot, reenable the feature and then reboot.

As well you did say that in your bios you turned on the virtual mode. When you are rebooting take the time to check the setting to make sure its on. Intel and amd have different terms for it, so make sure you check the right setting.
