Budget (including currency): 4000$

Country: Philippines

Games, programs or workloads that it will be used for: 3d Modeling, Blender, ZBrush, Premier, Illustrator

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): What monitor do you suggest?

I usually build gaming PCs for my friends and family, but this is the first time someone asked me to build a PC optimizing for 3D rendering and modeling, both of which I have zero clue on what it needs other than more cores means more better.

I think everything is pretty much the same except the GPU. Probably better to go with a workstation (quadro) one than the RX 6000 or RTX 30 series.

Depending on how big the 3D models are, you might need more ram than average gaming PC. 32 GB isn't unreasonable for mid size 3D assemblies, but if it's only 1 part, 16GB would be fine. Having more VRAM would be helpful for large 3D assemblies as well. I believe 3D modeling is more single threaded than multi-threaded so higher clock speeds are preferable.

Oh alright, but wont those exceed the budget though?

4000$ in USD? If it is, I don't think it would. Unless you go with the highest end components normally you wouldn't hit $4000 USD. For example, without the GPU you can go with this:

That still leaves $2400 for a GPU. These are mostly high end consumer parts. You can go even higher if you want workstation stuff such as threadripper, but I don't think it would be beneficial in this case.

80+ ratings certify electrical efficiency. Not quality.
