970 Evo Plus Windows installation error

Pulled 970 Evo plus out of my old rig, wiped it and formatted it so it could be used for a clean install on a new pc build. day one, I installed it like it normally would be in a nvme m.2 slot(even did a quick google to make sure it was the Primary slot), powered it on, put the windows usb install drive in and it didnt even recognize it. no problem i trouble shoot it. changed format to MBR/ flashed bios to newest version and changed settings in bios to be able to use uefi and legacy drives. bios picked it up windows media picked it up. wont let me install windows still. spent a 8+ hours trying to trouble shoot. day 2, because I dont have a proper understanding of in depth nonsense like this i thought maybe i could clone my other crucial ssd and plug and play. That didnt work either, used diskpart to install format it and then installed the windows media directly onto the 970 evo. that didnt work. plugged in a known good Hard drive disk to see if maybe something was broken but windows booted right up on that, although it was VERY slow because it is a hdd. it worked. went back to the drawing board. tried to clone just the system partition onto the ssd but that didnt work. retried windows installation media USB but didnt work. No raid controller or any of that nonsense just the 1TB nvme m.2 970 evo plus. tried backtracking and redoing a couple of things. redownloaded windows install on usb in case it was bugged and was being stupid. I no longer have any idea on what could be causing this and cant remember what i have and havent tried. thought about microcenter and having them deal with it for 40 bucks but that would take them over two weeks because of other customers. so any tips or anything would be of great use so i can get it running. I have a TUF X-570 plus wifi motherboard. ryzen 5 5600x cpu. 2060 invidia geforce RTX and 16 gigs of dual channel ddr4 trident z neo 3600. please help before I burn this computer with a giant pile of firecrackers along side with it.
