Games, programs or workloads that it will be used for: Unreal Engine, Substance, 3ds Max

Other details Already have RTX3090, SSDs and DDR4 memory (64). Above everything else I would need this to be stable and at least 16 CPU cores. (Experiencing issues with my current X570 + 3950X build, meaning mostly random restart and I can't deal with that.) If I start from scratch here and get new base components, what would those be?

You already have pretty decent CPU and board, Maybe it's small issue that easily could be fixed? Try to resolve it, If you build new system now, You'll have to buy X570 again and 5950X, If there is problem with CPU, Only CPU upgrade will be absolutely enough, If your board has problem, You'll end up changing only it, There is no point in replacing only one generation old hardware, Especially because Intel 12 gen should be launched next month and AMD next gen should be released in early 2022, So if you upgrade now, In few months you'll have generation old system...

So try to diagnose your problem and wait for next gen Intel at least.
