help... TP-link bootlooping or something else?

I have a tp-w8901n tp link modem router. it doesn't work anymore. the admin page (192.168.1.1) doesn't show up and the lights look like a boot loop situation.
here's a 30 sec video of the lights (I'm not holding any button, the status doesn't change at all, even after a few hours):
