Not planning on changing peripherals
No time rush just probably waiting until GPU prices drop some
I wanted to go for an all out White/RGB build, but I am still a novice when it comes to PC hardware. I have no clue what is good with what or the type of parts that would be ideal for streaming/recording/gaming/editing.

I'd say you already have decent GPU that'll last you long enough, So get decent CPU and other parts and wait for a GPU prices when they drop.

This is what I would build, This system is good in both sides, Aestethics and performance.

P.S. Yes, You can go cheaper on case fans, Or chose ones you like most, On this case good fans really look great. You can also get little better RAMs if you wanted to, Such as those (4x looks much better in my opinion)

I would just through in 9900K and call it a day. Your current build is still good by today's standards. Save your money XD. Also, 5600X is not really an upgrade over the 9700K. You take 1 step back (-2 cores) and 2 steps forward (+4 threads, higher IPC). I would recommend to at least going to a 10700, 11700 or 5800X if you do want to upgrade.

If you dont need your current pc for anything else, you could just get a new case, psu and maybe motherboard and be done with it. The 9700K is still very capable for games today.
