Let's assume I am looking to get a 3080ti eventually. I am looking to get a riser cable to show it off better in my case. Do I need one that is PCI-e 3.0 or 4.0? and does it matter?

So if you want to get a PCIe Gen4 Card, then you need a Gen4 cable. Thats unfortunately how it is, even if the data rate would not even saturate only PCIe Gen3.

But if you want to insert a Gen3 card first, I actually don't know if you'll be good with the Gen4 cable or if you may need an older Gen3 cable.

Does your motherboard have PCI Express gen 4? If not, then there's no point getting a gen 4 riser cable, you will just pay extra.
