PC not working roperly

Hello I just built a PC with a 5600x and an R7 360 GPU (i know that graphics card is trash but thats all i have atm) and runs minecraft at 500 fps at times with vsync off

I also have another PC that has a 10700 and an RTX 2060 but barely runs minecraft at 100fps also with vsync off!

my question is that why does my intel machine run so badly and this is the same for GTA on my AMD machine i get 60-90 fps but on my intel machine i barely get 150 and thats with a 2060?

what is going on and how do i fix it???

i realized that on my AMD machine the graphics card is always at 100% in games and on my RTX 2060 it only runs at like 20% is that the problem or what i am so confused rn and if somone can help that will make me happier!!!
