You have ensured you're running these apps in administrator mode, yes?

Fine, then manually turn it off in regedit.

Go to this and set to 0. Restart machine.

do u think i should change attributes to 0 ? or do you think the problem should be solved in the bios settings?

You cannot stop core parking in bios because it's a windows feature.

Yes set 1 to 0, restart the machine and try again.

I know of no other ways to turn off core parking.

Min and max values are both zero already, so it shouldn't be parking cores. Did you restart?

Something is goofed up somewhere maybe.

A fresh windows install could help. Use only the re-edit method without the use of software. Because I wonder if the apps installed running in the background are causing an issue?

I would un-install the core unparking apps as well. Do a restart and make sure the chipset driver is up to date wouldn't hurt either.

Me either. I usually just use quickcpu. Haven't done the regedit method since w7 myself. So a few years now. That's why I think it's program bugged..

Min and max zero is all you should need to change, but maybe set the other values to 0 and see what happens?
