I was thinking of getting this and putting an SSD + GT 1030 DDR5 afterwards

Just build a system with an e3 1240 v2 (~850k rp) h61 mobo (~400k rp), ddr3 1600 (8x2 ~800k rp)

 

Then just find a decent psu, some storage, maybe even a cpu cooler, and shove an rx 460, 560, or 470 in it cause they are still going under 1.5jt rp

But about those GPUs going under Rp1.5jt is not true though. If there's one on the online shop, it's just because the seller is lazy to mark it as out of stock.

Kinda sad to see the market today. Prices going up so high.

Stay patient and observant on marketplace apps, anything with 4gb of VRAM or less is slowly becoming obtainable.

 

Sorry for ignorance but I'm assuming You're out the states given the currency listed; if you have the nerve to buy second hand it's probably worth looking on eBay and the like and factoring in a bit hefty of a ship cost and get a RX390 or the like used.
