Oculus link issue

Hi all. So today when I connect my quest 2 to my pc and click to activate the link I get 3 dots and then it keeps returning me to the main oculus desktop. On the pc, the oculus app is recognising thay the headset is connected and I can use side quest. I had this issue back on my radeon rx580 and I had to backdate a driver but on my rtx 3090 everything had worked fine until today. I've factory reset my headset and I've reinstalled the oculus app on the pc. I've back dated my rtx 3090 driver to a time that I know it definitely worked but its still not working. I get a desktop notification that the hardware isn't working correctly when I press to enter the link inside the headset but if I follow that notification it just takes me to a generic troubleshooting page. Any suggestions?
