Need help on split screen for windows 10

Hi all, I've got a cousin of mine over and we're planning on playing some games. Long story short I have three monitors and a somewhat decent build. Can I, on one screen, have a PS4 controller playing a game, and on the other two screens, have someone browsing the web with a mouse and keyboard. If so, how is this done?
