level sound db limiter?

dont know how to say it i have the problem when im watchin movies / clips on some websites i have the volume set to the level i like but everytime an ad plays the ad is so loud. Is there a way to limit only the loud music/voices while at the same time not reducing the quiet/ normal sounds ... ? if a device is needed its ok too im willing to pay up to 200 euro for it

You can enable loudness equalization in the sound settings (assuming Windows here). It won't limit just the loud stuff but tries to bring everything closer.

Yeah there might be software out there that does it better or gives you more control, but for me it has been good enough most of the time so I can't really recommend anything else.
