Help new Server Stream Build

Budget (including currency):  200USD / 3 Million IDR

Country: Indonesia .

Games, programs or workloads that it will be used for:  Server 24/7 Music loop on youtube

 

I want to build a Server for streaming 24/7 music loop. like ChilledCow etc.  any ideas what should i get? as far as i know i dont need high-end server. and also how is the watt consumption? 

im thinking maybe athlon with 4Gb ram and cheap ssd would be sufficient.

ProcessorPU: ii5 (I5-5350U |

| Storage: 128GB SSD | 

 | GPU: Intel HD 6000 |

nah they all use VPS.
