Have you saved your BIOS and rebooted and checked since enabling XMP?

I just reset the pc and went into bios and nope, they still are saying the same thing, reading at 2133 MHz, But when I open task manager and open performance and look at the Memory it shows it reading at 3200 MHz, I'm lost

Download CPUz. If it shows your modules at 3200mhz, or 1600, you're golden.

So were all a okay i would assume? Also quick question, do you think i should upgrade CPU's? i was thinking a i9-10850k or something along those lines, like would i see performance?

It can be beneficial, but you likely aren't experiencing any type of issues or CPU bottlenecks with a 3070 on that chip. You would gain some FPS in games from the higher core clocks and the available overclocking, but nothing that would likely be noticeable beyond a bigger number.
