3070 low performance

Hi all, 

 

Hope someone can shed some light on the issue I'm having! 

 

Built a pc for a friend specs as follows, 

 

10600k @ 4.9ghz

16 gb ram @ 3200

3070 fe (in top slot) 

Msi z490 Pro 

1tb drive in top m.2 slot 

 

I can't seem the get the 3070 to perform as it should? I've run benchmarks on my system, which is identical but I have a 3060ti and I get higher scores on 3dmark than the 3070 by quite a bit. 

 

For some reason gpuz says the 3070 is only running at x1 not x16, even under load.  Ive checked the bios it's definitely set to gen 3, bios is updated, my next step is gunna be try the 70 in my system but I'm away atm so wondering if anyone else has come across this issue?
