Display problem

Hi, I recently built my new rig and ran into a problem,

my build:

Ryzen 5 1600

ram gskill ddr4 8gb 3000mhz

gpu sapphire r9 290

m.2 256gb

750w gold plus psu (new)

gigabyte aorus elite b450 mobo

so the problem is: 

everything is working pretty fine, had a problem with the r9 where it used to spin the fans too hard or not spin them at all so i flashed a newer vbios to it and even the performance improved in games and benchmarks but i noticed that my ram is working in 2133mhz so i figured that i have to enable xmp in my bios to get it to full speed. and when i tried to enter the bios theres no signal, in windows working like a charm but when i smash f2 just nothing happens it just displays no signal and the pc is running, so i switched my cpu to ryzen 3200g with igpu, pulled out the r9 and goes into bios with onboard graphics but then the problem is why wont it go to bios with the r9, i tried cmos, ram stics, battery, and it just dosent display bios, everything else is working perfectly fine.
