Windows 10 issues....

So i have had this issue for a while now. Sometimes after booting up desktop loads, but if i click on anything nothing happens. Restarting couple times usually solves the issue. Also a lot of computer games are running very slow and crashing. I have no viruses scanned for that. Can this affect it, that i have skipped most of windows updates by restarting pc when i tells me not to, mabye some shit got corrupt or something. Any idea how to fix it? Format c or are there other ways?

And also... will i be able to update to win11 or my pc is too old for it

CPU I5 4570s

GPU Gtx 1060 6gb

Ram 8gb ddr3 stick

Mobo: Gigabyte B-something
