Games, programs or workloads that it will be used for: 4k video editing (not serious), some gaming, 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I want a 800 budget usd build, I can use igpu as long as it's good. Thanks

Here is a list I made for you. You still need to buy 2 or 3 fans for the case but it's up to you.

It is an APU, the 3400G, and here are the fps you can expect comming from it : 

Because you can't buy a GPU right now, I expect the APU to be temporary in your system. At term, you can sell your 3400G on ebay for 150$ and get a Ryzen 5 3600 with a RTX 3060 ti and you will have a really powerfull machine. (it whould be a 550$ upgrade)

Yeah ! I mean CPU performance is way better even better than a 3600. But the integrated graphics are trash. Depends on the type of game you want to play tho. If it's low graphics demanding games like LeagueOfLegends then go for it 100%. But if you want to play game with more demanding graphics then these are the results you might expect... (integrated on the left)

No match with the integrated ones in the 3400G. Vega 11 are the best integrated graphics you will get.
