She explains to me that ever since she got it her screen would sometimes flicker, drivers are constantly crashing, and lines are appearing on her screen. Her graphics card is an RX 580 using an HDMI Cable and the monitor is Asus VG245H 24.0" 1920x1080 75 Hz Monitor

Does "lines appearing on the screen" mean something like screen tearing, or does it mean artifacts? 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Like vertical colored lines going down the screen, sometimes horizontal lines. She isn't that good at explaining it.

Alright, I have a few solutions for you.


1. Try opening task manager and observe that does the whole screen flickers or only the task manager. If its the task manager only, then its properly an application problem.
2. Try setting lower refresh rates.
3. Try resetting your graphic's driver by pressing Win+Ctrl+Shift+B.
4. Try reseating your graphics card.
5. Try deleting some useless apps, as Windows 10 has quite a few useless apps. Some problematic apps are Norton Antivirus, iCloud, and IDT Audio. Across all your applications, make sure you're running the latest versions. Either update within the app itself or head to the respective official websites and download the most up-to-date release. Alternatively, check the developer's support page for recently updated apps to see if screen flashing is known as a recent bug.
6. Finally, try creating a new Windows User Profile.

If it still doesn't work, try resetting Windows. If that still doesn't works, then the only problem I can see is either the GPU, monitor/cable or PSU (every unlikely).

Will try these, she's bringing it over to troubleshoot later today. Another issue that happened a while back was that windows disappeared off her computer. I had to do a fresh install of it but I have no clue what is causing all these issues. Hopefully newegg will let her return the card if it ends up being that.
