Where did you get the idea that Windows XP requires 64MB of video ram? It requires 64MB of system memory. The only major video requirement of Windows XP was the new 800x600 resolution requirement (and that was more of a suggestion to ensure you could see all the dialogs, the earliest netbooks ignored it and used a utility so that you could scroll the screen slightly). It was only with Windows Vista that the OS required a video card whose capabilities extended beyond "display a bitmap image" and thus needed more memory than was used by the back buffer itself.
