Other details: no existing parts, going to need a keyboard and a monitor. I am upgrading from a razer laptop. looking to buy as soon as possible. 

Here is a build i put together. A friend of mine helped put it together. i have never put a pc together before or know much lingo so all help would be appreciated.

I'd suggest changing the PSU to a Corsair RMX 750w and perhaps spending a little more for a Samsung 970 Evo Plus 2tb NVME drive

NVME v Sata is a substantial performance boost.

 

Besides that the windows 10 oem is $110? I feel like you can get a "non-oem" full copy for that price.

And id say that the fans you picked aren't the greatest, but besides my ugly noctuas I wouldn't know which rgb's to pick atm

Also I'd go for a B550 motherboard as they're cheaper and you don't lose much in functionality. With that money you saved you can invest in a better CPU (5800x or 5900x) which will help you a lot of you do CAD renders.

Your cooler is super expensive too, you can find just as good in terms of performance for cheaper. It just depends on how much you like the looks of the Corsair your chose...

I'm having trouble with a $150 240mm AIO, as well as $30 fans.  $30 EACH?!

 

That's $240 that could be deployed into more RAM, SSD's or better mouse/keyboard/speakers.

That's Corsair for you. 

 

For a 240mm AIO you could get the Cooler Master ML240L V2 or DeepCool Captain 240Pro V2 for ~$100 or less. Or about the same price OP is already paying, you could get the Lian Li Galahad 360mm and a set of three UniFans and it would look better in that case IMO. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

That's a great built but as far as I understood the 3500$ budget should also include a monitor + keyboard + mouse. Is that right?

Yes this would work, it sounds like a good build. As mentioned above, you can still spare some money, but it seems like the aesthetics of your build are important to you so I guess I shouldn't argue there.

Sorry for repeating myself but you can spare yourself 100$ by buying a windows licence somewhere else.

Correct on the windows. I am just putting it there so I don't forget it. Aesthic wise i wanna try to with white since ive never had a white pc. I also dont need a monitor (just purchased) or a mouse i have those. i just need a keyboard.
