GPU usage and FPS fluctuating

Hello guys, when I play pubg or divinity 2 original sin my gpu usage and fps fluctuating very much. You can see msi afterburner monitor below. When I use heaven benchmark it uses 100% with no problem. I already tried to use DDU and reinstalling drivers but not solved my problem . Could you help me ?

I've a Asus 1070 Ti, i5 8400 and 16 gb ram,

High Power 750W 80+ Bronze 56A@12V

GIGABYTE 480GB SATA 3.0 2.5" SSD
