strobing on screen

So my screen will strobe, 

it is running an intel i7 9700k, windows 10 64, rtx 3070

It doesn't matter if the system is under load or not it will do it on the screen saver. i have messed with a few setting but it doesn't seem to help. i dont know what do any help is much apprecited

That sounds more like a monitor issue if system load is irrelevant. Have you tried using another monitor to see if the issue still happens?
